News item: World vmaps reenabled

As you might have noticed we temporarily enabled vmaps in certain outdoor regions again. These make sure line-of-sight works and, to some degree, help with skills like charge and blink.

We are still evaulating this change to make sure no negative side effects arise (like lag at startup or crashes) but so far things look good, enjoy for now!
